Hello, I am Ozzy Albra. I am a lifelong Fishkill resident, a US Army veteran and retired police officer. I live with my wife and 4 children in Fishkill. I have attended many Fishkill Town Board meetings over the years, covering the Pagones Administration. I believe my fellow residents need to be aware of the following issues that will have significant impact on your lives and wallets.
“I represent, speak for, and function as a news source for a large number of Fishkill residents who are concerned about the welfare of the Town’s current operations.”
Fishkill's economy in peril:
On April 23, 2010 Moody's Investors Service downgraded the town's public improvement bond rating to Baa3 from A1. Deputy Supervisor Steve Ferguson is quoted as saying, "There was a lot of robbing Peter to pay Paul."
On August 21, 2010, the NYS Comptroller released it's audit of the Town of Fishkill. Here are some of the highlights. The Pagones Administration is running a $4.9 Million deficit. With another additional $10.6, borrowed from other funds such as water, sewer and lighting. Yes, Fishkill is borrowing from these funds to balance the budget, in effect it's a silent tax increase.

In June of 2010, the Pagones Administration requested $6.5 Million dollar bond via the state legislature. Senator Saland and Assemblyman Miller. Amended the bond, to require a public vote on the issue. The Pagones Administration then withdrew it's bond reques. (steve saland hyperlink bond request)
On November 6, 2010, the Pagones Administration passed it's 2011 budget. In it, is a 14.87 tax increase, and a renewal of a $1.8 million bond to balance the budget. According to the Fishkill Comptroller, the tax increase would have been 45% without it. (rep
In late December of 2010. The Pagones Administration, voted to not only renew the $1.8 Million bond. They voted to give Supervisor Pagones, a blank check to borrow without public input.

Fishkill's water supply is in danger/ Rombout Sewer District
A few years ago. The Snook Rd/Merritt Park, Toll Brothers well was found to be in violation of NYS Heath Department limits. This well is located at the intersection of I-84 and Rt 9. While Fishkill has indicated it may sue the state for contamination, it was the Pagones Administration that drilled the well in a heavy salt zone. Fishkill was ordered to submit a Remedial plan to the state, and it has done nothing to remedy the situation. Remedies include continue blending water with Village of Fishkill water, build a 22 Million dollar filtration plant. (Bedford article) and the preferred plan is to hook the Toll Brothers well into the Brinkerhoff Water District. The result will be Brinkerhoff/Dutchess Park residents paying for the Pagones Administrations mistakes. While the Toll Brother residents will pay more for water, after they already are paying for water infrastructure in the form of a Special District on their tax bills.
Other water problems exist in Fishkill regarding a town/village water dispute. The Pagones Administration had deceived the residents in the Beacon Hills, Blodgett and Glenham water districts. (The Stories Letter1 Letter2) The news gets worse for Fishkill residents as Fishkill wishes to Consolidate it's water districts. This will allow the Pagones Administration to co-mingle the $10.6 million borrowed from other districts, while passing the burden of debt to all Fishkill taxpayers.
CRM Scandal
A few years ago, the Pagones Administration hired CRM to handle it's Workers Compensation Insurance. Later, CRM was involved in the financial scandal that brought down the US economy. Supervisor Pagones, without a required town board resolution. Hired CRM at a 29% premium over a standard plan and was a Trustee of CRM. As a result of the actions of Supervisor Pagones. The NYS Workers Compensation board, assessed Fishkill with a $288,339 re-payment. (Hyperlink the 9/10/10 PJ article)
